A worksite is where people work. Employees are assigned to one, and the worksite’s state is what state-specific training rules match on — so someone at a California site picks up California’s requirements without anyone setting a state on them by hand.
This is the same list the Safety tab uses for OSHA recordkeeping. Adding a worksite here adds it there, and the other way round — there is only one list.
